About this opportunity

The Texas Department of Agriculture is requesting proposals for pesticide disposal event services, with responses due August 17, 2026 at 3:00 PM CT and a pre-proposal conference on July 23, 2026. The contract is estimated to exceed $100,000 in value and includes a mandatory VetHUB Subcontracting Plan requirement regardless of subcontracting intent, though VetHUB participation is not a preference in award decisions — it is a recruitment transparency obligation.

The scope comprises hosting 2–3 pesticide disposal events annually with capacity to handle 10,000 to 300,000 pounds of pesticide waste from 10 to 200 participants per single-day event; recent events have collected 73,500 to 178,500 pounds from 70–110 participants. Pricing shall be submitted as all-inclusive per-pound rates for liquid and dry pesticide formulations, plus itemized pricing for site setup and breakdown, technicians, chemists, project manager, security, portable scales, dumpsters, signage, traffic cones, environmental testing, and decontamination supplies. Respondents must maintain current Texas business eligibility, appropriate federal and state licenses for hazardous waste management, and general liability insurance. All contractors must achieve NIST SP 800-53 standards or full TX-RAMP certification and comply with data security requirements including AES 128-bit encryption for PII, quarterly vulnerability reports, and annual SOC 2 Type 2 audits.

The initial contract term runs through August 31, 2027, with three optional one-year renewal periods extending through August 31, 2030. Award selection is estimated for September 1, 2026. Evaluation weights are past performance and qualifications (30%), proposed service delivery plan (40%), and cost reasonableness (30%). Questions are due July 29, 2026. Payment occurs within 30 days of invoice receipt under the Texas Prompt Payment Act. Respondents must also satisfy mandatory DEI compliance certification, debarment and suspension certification, federal anti-lobbying requirements, and Texas Public Information Act disclosure obligations regarding confidential information. All proposals must include Financial and Organizational Capacity documentation and Key Contracting Persons conflict-of-interest disclosure.
