About this opportunity
The City of Leesburg, Florida is requesting bids for comprehensive pest control services across approximately 33 city-owned facilities, with bids due September 17, 2026 at 11:00 a.m. and questions due September 7, 2026. A local-vendor preference applies: 5% for Tier I vendors located within Leesburg and 2% for Tier II vendors within a 20-mile radius on bids of $25,000 or greater. The servicing branch location must be within 20 miles of Leesburg City Hall; failure to maintain this location is grounds for immediate termination.
The scope covers pest control, eradication, and preventative services for rodents, cockroaches, ants, moths, silverfish, crawling and flying insects, arachnids, reptiles, bedbugs, termites, and other pests at designated city buildings. Services must be performed at least monthly during normal business hours (8:00 a.m. to 4:30 p.m., Monday through Friday), with after-hours coordination at no additional charge for police buildings, fire stations, and the library. All personnel must be state-certified pesticide applicators, and only EPA-approved chemicals may be used in accordance with federal labeling requirements.
The initial contract term is three years from the effective date, with options to renew for two additional one-year periods. Either party may cancel with forty-five days' written notice, though the contractor may exercise cancellation only during the first ninety days. All prices remain firm throughout the initial contract term. For renewal periods, price adjustments are limited to 5% annually if industry increases can be documented, with requests due at least 60 days prior to renewal.
Bidders must submit proof of Florida Department of Agriculture and Consumer Services licensing, state and federal pest control certifications, evidence of five years in business, minimum three customer references, proof of required insurance (Commercial General Liability $1,000,000 per occurrence, Business Automobile Liability $1,000,000, and Workers' Compensation), E-Verify documentation, a subcontractors list, and signed conflict of interest, non-collusion, and debarment certifications. Site visits are not required but may be arranged through designated city representatives.
