About this opportunity
The State of Illinois, through Central Management Services, is soliciting bids for an Integrated Pest Management (IPM) contract for a Springfield facility at 3215 Executive Park Drive under IFB D7256, with bids due August 26, 2026. This is a Small Business Set-Aside (SBSA) solicitation — all bidders must be registered with the Illinois Small Business Set-Aside Program at bid opening.
Attendance at a mandatory pre-bid walkthrough on August 19, 2026 at 9:00 a.m. is required; bidders who do not attend will be deemed non-responsive. Questions are due no later than 72 hours before bid opening. Bids must be submitted electronically through BidBuy and must remain firm for 180 days from opening.
The vendor must establish and maintain an IPM program suppressing indoor and outdoor rodents, insects, arachnids, and other arthropods, with emphasis on non-pesticide methods including trapping, monitoring devices, and structural recommendations. Excluded pests are birds, bats, snakes, termites, mosquitoes, and vegetation-feeding pests, though incidental emergency cases may be addressed. The vendor must complete an initial facility inspection within ten working days of execution, submit a comprehensive Pest Control Plan within five business days thereafter for approval, and maintain monthly service schedules. Emergency services require response within three hours for immediate threats and forty-eight hours for specialized requests, billed on time-and-materials basis at a unit cost of $2,500 for Line Item 11 (materials used in special or emergency requests).
The contract term is five years beginning September 1, 2026, or upon execution, with a maximum total term not exceeding ten years including renewals. The total maximum contract amount will be specified by the State prior to execution. Prevailing wage requirements apply if monthly service costs exceed $200 or annual costs exceed $2,000. Subcontracting is prohibited. All vendor personnel must hold current municipal, county, state, and federal licenses required for pest control work, including commercial pesticide applicator certificates. General commercial liability insurance of $1 million per occurrence with $2 million annual aggregate, auto liability of $1 million per occurrence, and workers' compensation as required by law are mandatory.
Vendors must submit the IPG Active Registered Vendor Disclosure, Offer to the State of Illinois, Standard Illinois Certifications (Version 26.2), and applicable Business Enterprise Program or Veterans Small Business Program Utilization Plans. A $15 administrative fee applies to awards valued at $1,000 or more and will be deducted from the first payment. Awards go to the lowest responsive and responsible bidder meeting all criteria. No bid or performance bond is required.
