About this opportunity
The State of Illinois Central Management Services is soliciting bids for integrated pest management services at facility D4420, 2400 S. Dirksen Parkway, Springfield, under a Small Business Set-Aside Program restriction, with bids due September 3, 2026 at 10:30 a.m. CDT and a mandatory pre-bid walk-through on August 27, 2026 at 1:00 p.m. CDT. Attendance at the walk-through is mandatory; failure to attend renders bids non-responsive. Bidders must bring formal identification and must not represent more than one company during the site visit. Contact Frank Schultz at 217-494-6534 for additional information.
The scope is comprehensive integrated pest management emphasizing non-pesticide control methods as the primary approach, with pesticide applications using the lowest-hazard formulations reserved as a last resort. Services include suppression of indoor and outdoor rodent, insect, arachnid, and arthropod populations within property boundaries, excluding vertebrates other than commensal rodents, termites, mosquitoes, and outdoor vegetation-feeding pests; individual instances of excluded pests are covered under emergency services. Interior and exterior bait boxes are required as specified in the solicitation. The vendor must complete an initial building inspection within ten working days of contract execution and submit a detailed Pest Control Plan within five business days thereafter for approval.
The contract carries an initial five-year term with a maximum total term not to exceed ten years including any renewal periods and extensions. All vendor personnel must hold current pesticide applicator certifications or licenses and comply with prevailing wage requirements. The vendor must maintain General Commercial Liability insurance of $1 million per occurrence/$2 million annual aggregate, Auto Liability of $1 million per occurrence, and Worker's Compensation insurance as required by law, with the State named as additional insured. Subcontracting is prohibited. Vendors must complete the Standard Illinois Certifications form and provide a TIN form. Record retention extends three years from final payment or contract completion, or five years if Federal funds are utilized.
