Ulster County Department of Public Works, Buildings and Grounds Division is requesting sealed bids for exterior restoration of the Matthewis Persen House (National Register-listed historic property at 74 John Street, Kingston, NY) under RFB-UC26-148C, with bids due November 12, 2026 at 3:00 p.m. and a pre-bid site visit on October 26, 2026 at 10:00 a.m. Contractors and all subcontractors must hold a New York State Department of Labor Contractor Registry Certificate of Registration before bid submission and must demonstrate at least three successfully completed historic preservation projects on National Register buildings within the past five years via the Bidder Qualification Form for Historic Treatment Work; rejection of unqualified bidders is automatic and final. Milcon Construction Corp. was awarded an identical or substantially similar contract within the past five years.
The scope encompasses roof replacement with cedar shingles and metal roofing (approximately 2,158 square feet cedar, 730 square feet flat seam metal with integrated gutters, and 1,867 square feet standing seam metal); masonry repair and repointing on multiple facades; stone and brick replacement; window, door, and shutter restoration; gutter relining and replacement with heat-trace-capable downspouts; chimney restoration; storm drainage re-routing to a drywell; and bluestone sidewalk repairs and drainage modifications. Two alternates are offered: underground drainage improvements with bluestone sidewalk relaying and perforated foundation drains (Alternate #1), and lime-wash coating to stone walls at all building sides, approximately 1,575 square feet (Alternate #2). All work must comply with the Secretary of the Interior's Standards for the Treatment of Historic Properties and the 2025 Building Code of New York State. Construction is limited to 7 a.m. to 5 p.m., Monday through Friday; owner occupancy continues throughout the project.
The contract period runs January 1, 2027 through December 31, 2027, with the County reserving the right to extend for up to sixty additional days at identical terms. Prevailing wage rates under New York Labor Law Section 220-A and Ulster County Living Wage Act (Local Law 6 of 2021) apply. Bid guarantee of five percent of bid price and Performance and Payment Bonds equal to one hundred percent of contract price (due within ten days of Notice of Award) are required. Bids remain effective for forty-five days past opening. The successful bidder must submit a five-year workmanship and limited lifetime manufacturer material defects warranty; change order overhead and profit are capped at ten and five percent respectively. Awards will be made to the lowest responsive, responsible bidder and may be awarded by section or in whole at the County's discretion. The project is funded in part by a New York State Office of Parks, Recreation and Historic Preservation grant under the Environmental Protection Fund (Title 9, Article 54 Environmental Conservation Law) and is subject to State Contract for Grants Standard Terms and Conditions, including project sign requirements, public benefit and access provisions, and State approval of all plans before work commences. An archeological monitor will observe all ground-disturbing work; contractor must coordinate with Hartgen Archeological Associates, Inc. and comply with human remains discovery protocols. Limited asbestos renovation survey reports for roof and interior found no asbestos-containing materials. Kingston Noise Permit and Sidewalk Closure Permit conditions must be observed. Questions due November 12, 2026. Architect Thaler Reilly Wilson, Architecture & Preservation, LLP makes final quality determinations.
