About this file

This is a project manual and bid document for the exterior restoration of the Matthewis Persen House, a historic property located at 74 John Street, Kingston, New York 12401, prepared by Thaler Reilly Wilson Architecture and Preservation, LLP for the County of Ulster, Department of Public Works, Buildings and Grounds Division. The project encompasses comprehensive exterior restoration work including replacement of wood shingle roofing with new cedar shingles and metal roofing; masonry repairs to stone and brick; restoration and repair of wood windows, doors, and shutters; replacement of exterior painting and coatings; installation of sheet metal flashing, gutters, and downspouts; storm drainage and piping modifications including rerouting to a drywell; and bluestone sidewalk repairs with drainage modifications. The work is defined as a single prime contract with one owner-furnished/contractor-installed item (replacement window shutters) and includes two optional alternates: underground drainage work and limewash coating application. Work restrictions limit construction to 7 a.m. to 5 p.m., Monday through Friday, with Owner occupancy throughout the project except in active work areas. The contractor must maintain project site access, keep driveways and entrances clear, and coordinate operations to minimize disruption to Owner operations with a minimum 72-hour notice requirement for activities affecting operations.

The contract documents establish comprehensive administrative procedures including a $2,500.00 lump-sum allowance for site signage, detailed requirements for contractor's construction schedule submission within seven days of the Notice to Proceed with subsequent updates every two weeks, and submission of applications for payment by the 15th of each month with supporting documentation. Contractor must prepare and submit a schedule of values, submittal schedule, and maintain progress documentation including preconstruction photographs (minimum 40 images), weekly construction photographs (minimum 20 per week), and final completion photographs (minimum 50 images). Submittal procedures require 15 days for initial review and 15 days for resubmittal review by the Architect. The project includes mandatory preconstruction conference within 15 days of contract execution, biweekly progress meetings, preinstallation conferences for specific construction activities, and a project closeout conference no later than 90 days before Substantial Completion. Provisions address changes through minor supplemental instructions, work change proposals, and construction change directives on AIA forms with detailed cost and schedule impact analysis required.
