About this opportunity

Hillsborough County Board of County Commissioners is seeking competitive sealed bids from qualified contractors to provide perimeter and security fence installations and repair services on an as-needed basis for a three-year contract period under Invitation to Bid (ITB-26-00190). The scope of work encompasses installation and repair of various fence types including chain-link, woven wire, barbed wire, wood post and rail, PVC, split rail, and ornamental welded wire fencing, as well as demolition and removal of existing fencing, tree and shrub trimming, site clearing and grubbing, and traffic control services. All work must comply with Florida Department of Transportation (FDOT) Standards Plans 550-series and applicable ASTM standards, with pricing based on actual field measurements rather than estimated quantities and all costs to be inclusive of labor, materials, equipment, transportation, and overhead. Bidders must maintain 24/7 emergency response capability, respond to service requests within 24 hours, and commence work within five business days of Notice to Proceed, with annual price adjustments permitted based on the Consumer Price Index for All Urban Consumers (CPI-U). Electronic bid submissions must be made through the County's Euna Procurement system by April 7, 2026, at 2:00 p.m. Eastern Time, with award to be made to the single lowest responsive and responsible bidder meeting all specifications who submits offers on all line items. Contractors must obtain comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence, $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation ($100,000 per accident), Professional Liability ($1,000,000 per claim), Cyber Liability ($1,000,000 per claim), and Pollution Liability ($1,000,000 per occurrence) from insurers with A.M. Best ratings of A- or better.

This is a Small Business Enterprise (SBE) set-aside contract, and only contractors registered with Hillsborough County's Small Business Enterprises Division as of the bid due date are eligible to submit bids; reciprocal registrations are not acceptable. The contract includes a $20,000 allowance for miscellaneous parts and custom items for connecting new fencing to old installations, and the County reserves the right to modify delivery locations and work sites throughout the contract period and may add or delete locations via unilateral change orders. Bidders must submit completed Drug-Free Workplace Certification Forms, Substitute W-9 Forms for tax identification purposes, and Certificates of Insurance before award and prior to performing any services, with payment to be made within 45 days of invoice approval via ACH electronic direct deposit. A Cone of Silence is in effect prohibiting bidder communication with County employees except the Procurement Services Department until five business days after the notice of intent to award is posted. The project has an estimated value of $1,249,852.00 for the three-year contract term, with no bid bonds required but comprehensive insurance coverage and 30 days' written notice before cancellation or material changes to policies mandated.
