About this opportunity

The Orange County Probation Department has issued a Request for Information (RFI) for Performing Arts Services targeting youth under Senate Bill (SB) 823, which mandates the closure of California's Department of Juvenile Justice. The procurement seeks a qualified organization to provide comprehensive performing arts training programs for 400 incarcerated and supervised youth, primarily male (87.5%) and Hispanic (77.3%), aged 14-17. Services will be delivered across multiple county facilities including Juvenile Hall, Youth Guidance Center, Youth Leadership Academy, and the Multipurpose Rehabilitation Center. The performing arts services will encompass disciplines such as theatre/drama, music, dance, spoken word, media-based performance, and other creative arts, with both in-person and online course delivery throughout the week, including weekends. The primary objectives include promoting personal growth, developing social skills, and supporting youth rehabilitation through creative expression. Key deliverables include quarterly tracking data on youth referrals, program participation, and outcomes, with required documentation of skills gained, certifications achieved, and improvements measured through pre- and post-assessment skill checks. Critical dates for this RFI include the release date of October 13, 2025, a question submission deadline of October 27, 2025 at 3:00 PM, and proposal submissions due by November 11, 2025 at 3:00 PM, all to be submitted through the County's Online Bidding System.

The RFI indicates the services will be funded through the Juvenile Justice Realignment Block Grant, though no specific budget range is currently disclosed. While no explicit set-aside designations are mentioned, respondents must submit comprehensive information about their performing arts services through the OpenGov platform. The County reserves the right to modify the RFI timeline and emphasizes that this is a market research tool to gather information, not a formal solicitation guaranteeing a contract award. For technical support, respondents can contact OpenGov Support via email at procurement-support@opengov.com or through the site's live chat. Importantly, no insurance requirements are currently specified, and only questions submitted through the online bidding system will receive responses. The target population's demographic breakdown suggests potential preference for organizations with experience serving Hispanic youth and expertise in juvenile rehabilitation through performing arts programming. While no incumbent vendors are identified, the RFI suggests the County is seeking innovative approaches to supporting youth development through creative arts interventions.
