About this opportunity
The District Department of Transportation (DDOT) is seeking a contractor for the Pennsylvania Avenue SE Streetlight Upgrade project through an Invitation for Bids (IFB) No. DCKA-2020-B-0045. The project involves comprehensive streetlight and traffic signal upgrades along Pennsylvania Avenue SE between 2nd and 14th Streets, requiring the contractor to provide all labor, materials, and equipment for constructing a fully operational LED luminaire system and upgraded traffic signal infrastructure. Key deliverables include milling and overlaying pavement, removing existing equipment, and installing new lighting and signal systems that must be fully operational before existing systems are removed. The contractor must maintain streetlight and signal functionality throughout construction, with any planned outages requiring DDOT approval at least 5 working days in advance. The bid due date was extended to October 22, 2020, at 2:00 PM local time, with a public bid opening via WebEx at 3:00 PM the same day. The contract has a 540-consecutive calendar day performance period from the Notice to Proceed, and bidders must submit both electronic and original hard copy bid documents.
The procurement includes a 20% Disadvantaged Business Enterprise (DBE) subcontracting goal and is federally funded under the Federal-Aid Highway Program, subject to Davis-Bacon wage requirements. The contract is structured as a fixed-price contract with unit prices and a not-to-exceed amount, which includes reimbursable components for PEPCO connections, disconnections, and inspections. Bidders must submit both a PDF pricing schedule and an electronic AASHTOWare .ebsx Price Schedule file, with specific requirements for heavy and highway construction wage determination. The project involves technical complexities, including fiber optic communications infrastructure specifications, requiring bidders to provide pricing for network switches, Ethernet over copper devices, and fiber optic cable termination equipment. While no specific incumbent vendor is mentioned, the solicitation indicates that the District will provide oversight and inspection, with final approval from federal officials. The procurement appears to be open to qualified contractors capable of meeting the technical, wage, and DBE requirements of this complex urban infrastructure upgrade project.
