The Washington Suburban Sanitary Commission, Maryland (WSSC) is requesting sealed bids for Penn Manor Large Valve Vault Replacement, with responses due November 16, 2026 at 2:00 pm via WSSC's eProcurement Portal, and a question submission deadline of October 28, 2026 at 2:00 pm. The contract is subject to prevailing wage requirements and includes Minority Business Enterprise (MBE) and Small Local Business Enterprise (SLBE) program participation requirements.

The scope includes replacing a 24-inch large valve vault, replacing approximately 101 feet of 24-inch water main, relocating approximately 51 feet of 24-inch water main, and relocating approximately 54 feet of water house connections to serve Penn Manor Lane in the Bowie area of Prince George's County, Maryland. The project involves three construction phases: test pitting and replacing sections of existing 24-inch prestressed concrete cylinder pipe during an 8-hour shutdown; installing new 24-inch ductile iron pipe with Class 54 minimum zinc coating, V-BIO enhanced polyethylene encasement, and fusion-bonded epoxy-coated fittings without disrupting existing mains; and removing the existing vault and connecting remaining sections during a final 8-hour shutdown. All work must occur Monday through Friday from 9:00 am to 3:00 pm; construction cannot begin until Pointer Ridge Elementary School concludes its school year on June 8, 2026. All new water lines require disinfection per AWWA Standard C651 with bacteriological testing submitted to the Maryland Department of Environment prior to service activation. Special Provision SP-02514 requires contractors to coordinate with WSSC before construction in areas with known or unknown Lead Service Lines or Galvanized Requiring Replacement service lines, with immediate work cessation if such lines are encountered.

Minimum qualifications require demonstrated experience installing at least three miles of transmission main 16 inches in diameter or greater and at least ten miles of water main installation for water authorities over the past five years, plus management of multiple subcontractors on at least ten individual projects. Key personnel must have at least three years' experience with large-diameter water main installation. Contractors must demonstrate an OSHA Total Recordable Incident Rate below 2.67 for each of the last three years and provide certified traffic control, erosion and sediment control, pressure tapping, and chlorination/de-chlorination personnel. Performance bonds, labor and material payment bonds, and insurance as specified are required. Award will be made to the lowest-priced responsive and responsible bidder. Pricing must be submitted as all-inclusive unit prices with mobilization and demobilization included in line-item pricing.
