About this file
This is a Special Provisions document from the Washington Suburban Sanitary Commission (WSSC) Water in Maryland, detailing construction requirements for the Penn Manor Large Valve Vault Replacement project. The project involves replacing a 24-inch large valve vault, approximately 101 feet of 24-inch water main, relocating approximately 51 feet of 24-inch water main, and relocating approximately 54 feet of water house connections in the Bowie area of Prince George's County, Maryland. Project signs must be provided at the corner of Pinecroft Lane and Penn Manor Lane and at the corner of Parkington Lane and Penn Manor Lane. Sealed responses are due via WSSC's eProcurement Portal prior to 2:00 pm on Monday, November 16, 2026, with late responses not accepted.
Special Provision SP-02514 addresses water main replacement in areas with existing Lead Service Lines (LSL), Galvanized Requiring Replacement (GRR) service lines, or unknown service line materials. Contractors must coordinate with the WSSC Contract Manager before construction begins and cannot commence work in areas with known LSL, GRR, or unknown service line materials until WSSC notifies customers and verifies or coordinates replacement of service lines prior to water main construction. If a contractor unexpectedly encounters an LSL or GRR during construction, all activities on the service line must immediately cease and the WSSC Contract Manager must be notified before construction resumes. This provision applies regardless of whether Commission records confirm the presence of such service lines within project limits.
