About this opportunity

Dane County, through its Department of Human Services, is soliciting proposals for community-based peer support services via RFP #424013-BJV. The county seeks to procure Certified Peer Support Specialists (CPSS) and Peer Recovery Coaches (RC) to provide evidence-based support for individuals experiencing mental health and/or substance use challenges. The procurement targets 13,927 annual staff-hours of direct peer support services, with approximately 10,378 hours focused on substance use and 3,549 hours on mental health concerns. Proposers must demonstrate ability to provide services across various community locations, including the Dane County Jail, hospitals, and clinics, with flexible scheduling to meet consumer needs. The evaluation criteria will assess program overview, strategies, experience, qualifications, quality improvement, and cost, with a points-based system determining contract award. The RFP was released on April 14, 2023, with questions due by April 28, 2023, and proposal submissions required by June 9, 2023, at 2:00 pm. The initial contract will be effective for one year, with an option to renew for four additional one-year periods.

Vendors must be registered entities in good standing with the Wisconsin Department of Financial Institutions and are subject to several organizational requirements. No more than 15% of the program cost proposal can be allocated to indirect administrative costs. The solicitation includes a detailed Vendor Summary form that captures organizational demographics, including potential certifications for Minority Business Entity, Woman Owned Business Entity, and Disabled Veteran Business status. The county requires comprehensive documentation of board composition, staff demographics, and organizational structure. While specific budget ranges are not explicitly stated, the cost proposal methodology involves vendors submitting proposed service unit rates, with the lowest-cost proposal receiving the most points. The county emphasizes that final pricing will reflect cost reasonableness and available funding, with payment terms and service unit levels to be negotiated prior to contract execution. Vendors must demonstrate organizational capacity to bill for discrete service units and provide detailed breakdowns of program costs, personnel, and proposed service unit rates.
