About this opportunity

The City of Philadelphia is soliciting quotes for peel and stick signs as a micro purchase (Bid B2728006) with quotes due September 17, 2026. This is a lowest-responsive-and-responsible-bidder award on a whole or line-item basis, capped at $45,000 adjusted annually by CPI-U from January 1, 2020. Sellers must quote all items to be eligible for award; physical samples are required prior to consideration.

Local Business Entity (LBE) certification status is tracked and may influence consideration. An optional LGBTQ Applicant Opportunity Data Sheet is available for vendors self-identifying as LGBTBE-certified through the National LGBT Chamber of Commerce or local Independence Business Alliance; submission is voluntary and data collection supports the City's diversity and inclusion tracking.

The contract term is 365 days from the effective date with no renewal options. Delivery terms are FOB Destination Point at quoted prices, net of taxes. The City of Philadelphia is exempt from federal excise, transportation, and Pennsylvania sales and use taxes.

Insurance requirements include workers' compensation at statutory limits, general liability with a minimum of $500,000 per occurrence, and automobile liability with a minimum of $300,000 per occurrence. All quotes must be submitted electronically through PHLContracts by the deadline. Quotes remain valid for 60 days from submission. Award decisions will be made within 60 days of submission. Vendors must execute and submit a Consent & Authorization Agreement prior to bid closing; this may be attached to the vendor profile during registration or submitted with the first quote.

Vendors must not deliver goods or provide services until formally notified by the department. Payment follows delivery and City approval, made electronically to the awarded vendor's designated bank account. Invoices must reflect the same entity name as shown on the purchase order. For PHLContracts technical support, contact 215-686-4755, 215-686-4720, or 215-686-4721.
