About this file
This document is a Seller's Standard Operating Procedure (SOP) Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist outlines the required steps for vendors submitting quotes for a micro purchase of Peel & Stick Signs for the City of California. The procurement will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award consideration, and physical samples are required prior to award. The document does not specify response dates, due dates, site visits, bidders' meetings, or award dates within the checklist itself.
The SOP checklist requires vendors to complete thirteen sequential steps, including verifying seller role credentials, confirming Local Business Entity (LBE) certification status, entering unit costs for each line item, answering mandatory questions, accepting terms and conditions, and submitting required attachments. Critical requirements include submission of an executed Consent & Authorization form (mandatory for quote consideration) and optional submission of the LGBTQ Applicant Opportunity Data Form. Vendors must address all red validation warnings before submission and review their complete quote on the Summary Tab prior to final submission through the PHLContracts portal. The document emphasizes that vendors must not deliver goods or provide services until notified by the department.
