About this opportunity
The City of Decatur, Georgia, in DeKalb County, is procuring pedestrian signal installation services through a sealed bid process for two signalized intersections on West Howard Avenue: one at Commerce Drive and one at Paden Circle. The project requires furnishing and installing all materials, labor, and equipment necessary to add pedestrian crossing signal capabilities to these existing signalized intersections, including four aluminum poles with concrete foundations at Commerce Drive and one pole at Paden Circle, pedestrian signal housings with countdown display features, pushbutton assemblies with instruction signs, electrical wiring (both 3-pair and 7-conductor cable totaling approximately 1,650 to 1,900 linear feet across both intersections), load switches, conduit installation, and associated infrastructure per Georgia Department of Transportation specifications. Concrete work and striping are being completed under a separate contract, and signal timing and programming will be performed by the traffic signal consultant. Bidders must submit unit price proposals for each intersection separately and provide three references of similar municipal projects, a list of proposed subcontractors, a non-collusion affidavit, and Federal Work Authorization Program compliance documentation. A mandatory pre-bid conference was held on November 24, 2025, at 2:00 PM at the City of Decatur Public Works facility with a site visit; written questions were due by November 26, 2025, at 12:00 PM; sealed proposals were due by 11:00 AM on December 10, 2025, at Decatur City Hall; and the anticipated contract award date was December 15, 2025. The successful contractor must commence work within ten calendar days of receiving the Notice to Proceed and complete all work within 60 calendar days, with work hours restricted to Monday through Friday, 7:00 AM to 6:00 PM, and Saturday, 9:00 AM to 5:00 PM only.
No specific set-asides for disadvantaged enterprises or restrictions on organization types are identified in the procurement documents. The successful bidder must provide Faithful Performance and Labor and Material Bonds each equal to 100 percent of the contract amount, along with comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000 combined single limit), and an Umbrella Policy ($1,000,000 or contract value, whichever is greater), and must provide a 12-month warranty against defects in materials and workmanship following final acceptance. Monthly progress payments will be made at 95 percent of earned work value with 5 percent retainage until 50 percent of contract completion, after which retainage may be discontinued at the City's discretion. Three compliant bids were received on December 10, 2025: Sunbelt Traffic, LLC at $41,872.00 (low bid); Yunex Traffic at $45,850.00; and Riverside Traffic Solutions, LLC at $53,302.00. The contract was awarded to Sunbelt Traffic, LLC, the lowest compliant bidder, with a project budget of $48,000 to account for contingencies and field conditions. Funding is available through the special purpose local option sales tax (SPLOST I) fund, and the project is part of the Re-Imagine West Howard Avenue corridor improvements supporting the Safe Routes to School program.
