About this file

This memorandum from the City of Decatur, Georgia recommends awarding a contract to Sunbelt Traffic, LLC for the installation of pedestrian signal equipment at two signalized intersections on West Howard Avenue. The project involves adding pedestrian crossing signals at West Howard Avenue at Commerce Drive and at West Howard Avenue at Paden Circle to enhance pedestrian and cyclist safety as part of the ongoing Re-Imagine West Howard Avenue corridor improvements. Sealed proposals were received on December 10, 2025, with three bidders submitting responses. Sunbelt Traffic, LLC is recommended to begin work the first week of January 2026. Signal timing and programming will be performed by KCI, the traffic signal consultant, and concrete and striping work are being completed under a separate contract. The improvements support the Safe Routes to School program and enhance crossing guard safety by providing dedicated pedestrian signal equipment at previously unmarked crosswalks.

The contract is recommended for award to Sunbelt Traffic, LLC at $41,872, the low bid among three proposals received, with Yunex Traffic bidding $45,850 and Riverside Traffic Solutions, LLC bidding $53,302. A project budget of $48,000 has been established to account for contingencies and field conditions discovered during construction. Sunbelt Traffic has satisfactorily completed similar signal upgrades for the City of Decatur, demonstrating relevant experience. Funding for the project is available through the special purpose local option sales tax (SPLOST I) fund, which provides the financial source for this infrastructure improvement.

Memorandum

TO: Andrea Arnold, City Manager

FROM: David Junger, Deputy City Manager

DATE: December 11, 2025

RE: Pedestrian Signal Equipment Installations on West Howard Avenue

The purpose of this memorandum is to recommend the award of a contract to Sunbelt Traffic, LLC of Tucker, GA in the amount of $41,872 for the installation of pedestrian signal equipment at two intersections on West Howard Avenue and to establish a project budget in the amount of $48,000.

The improvements currently under construction along the West Howard Avenue corridor build on the 2017 Re-Imagine West Howard Avenue initiative. The project’s primary goal is to transition West Howard Avenue from a four-lane thoroughfare into a neighborhood street by implementing a complete street design that enhances safety and comfort for pedestrians and cyclists while reducing vehicle speeds between Commerce Drive and the western city limits.

The current construction contract includes new curb-cut ramps at intersections and mid-block locations to improve pedestrian and cyclist access across West Howard Avenue, connecting to the PATH Stone Mountain Trail and cycle track.

This recommendation proposes installing pedestrian crossing signals at two existing signalized intersections: West Howard Avenue at Commerce Drive and at Paden Circle. While both intersections previously had marked crosswalks, they lacked dedicated pedestrian signal equipment to support safe north–south crossings. Adding these signals is essential to ensure safe passage for students participating in Safe Routes to School and to enhance crossing guard safety.

Once the equipment is installed, staff will work with KCI, traffic signal consultant, for the programming and timing of the traffic signal.

The following bids were received on December 10, 2025:

Bidder Bid

Yunex Traffic $45,850

Riverside Traffic Solutions, LLC $53,302

Sunbelt Traffic, LLC $41,872

Sunbelt Traffic, LLC responded with the low offer, meeting all specifications and requirements, and is able to begin work the first week of January 2026. Sunbelt Traffic has satisfactorily completed similar signal upgrades for the City of Decatur.

I recommend awarding the project to Sunbelt Traffic, the low bidder, in an amount not to exceed $41,872 and establish a project budget of $48,000 to cover contingencies and field conditions discovered during construction. Funds for this project are available in the special purpose local option sales tax (SPLOST I) fund.
