About this opportunity
Chaves County, New Mexico is seeking bids for the Pecos Valley Regional Communications Center Renovation (Rebid), a comprehensive construction project located at the Chaves County Administrative Center in Roswell. The Invitation to Bid (ITB-24-2) involves selective demolition and new construction within the southwestern wing of the existing facility, with the primary objective of relocating the Pecos Valley Regional Communications Center. The base bid scope includes demolishing existing interior partitions, doors, exterior walls, and fixtures, followed by new construction of interior partitions, wall infills, storefront modifications, finishes, window treatments, doors, casework, plumbing infrastructure, pneumatic tube systems, and comprehensive electrical and telecommunications systems. Four additive alternate bid options are available, including a new diesel generator, redundant HVAC systems with structural bracing, exterior parking area improvements, and a chemical fire suppression system for the new IT room. The mandatory pre-bid meeting is scheduled for October 5, 2023, with written questions due by October 13, 2023, and final bid submissions required on November 7, 2023, at 2:00 PM. Bidders must submit a comprehensive package including non-collusion affidavits, debarment certifications, bid bonds, subcontractor listings, references, and qualifications statements.
The procurement appears to have potential preferences for resident contractors and veteran-owned businesses, though specific set-aside designations are not explicitly detailed. Contractors must possess relevant manufacturer certifications and demonstrate the ability to provide an end-to-end solution, including a structured cabling system with a minimum 20-year manufacturer performance certification. The project requires integration of advanced technological systems, including CCTV, access control, video doorbell, and specialized equipment from manufacturers like Avigilon, HID, Mercury, CyberPower, and Tripplite. While the exact project budget is not specified, the comprehensive nature of the renovation and the technical complexity suggest a significant capital investment. The contract is structured as a single prime contract with an anticipated project duration of 18 months from the notice to proceed. Bidders must comply with New Mexico procurement regulations, including wage rate requirements for projects valued over $60,000, and the county reserves the right to reject any or all bids and waive technical irregularities.
