About this opportunity
Palm Beach County Facilities Development & Operations Department is requesting quotes and bids for painting and weatherproofing services on the PBSO West Boynton Substation Fuel Island Canopy Refresh project, with bids due September 10, 2026 at 2:00 p.m. A mandatory pre-bid meeting was held August 18, 2026 at 10:00 a.m. at the project site (7894 S Jog Road, Lake Worth, Florida). Contractor qualification under Palm Beach County's Annual Contract for Painting & Weatherproofing is required prior to bidding, with qualification applications due at least 10 days before bid opening.
Palm Beach County offers an SBE price preference for single-trade construction contracts, awarding to a certified SBE bidder if their bid is within 10% of the lowest non-SBE bid. All bidders must submit completed Small Business Development Program schedules identifying subcontractors and SBE participation percentages and comply with the County's Commercial Non-Discrimination Policy.
The scope includes pressure washing all canopy surfaces, identifying and repairing roof leaks and failed seams, mechanically cleaning and treating corrosion on structural steel components, and applying a complete coating system using specified Sherwin-Williams products (Macropoxy 920 Pre-Primer, Macropoxy 646 Fast Cure Epoxy, and Acrolon 218 HS Acrylic Polyurethane) with final color matching the existing green. Addendum One, issued September 3, 2026, clarifies that roof repair is limited to sealing trouble areas, replacing fasteners, and performing localized repairs to existing panels only; no removal or replacement of deteriorated panels is included in the base bid scope.
The contractor must substantially complete work within 120 calendar days from Notice to Proceed, with liquidated damages accruing at $120 per day for delay. Bid security and a public construction bond equal to 100% of the contract amount are required if the bid exceeds $200,000. The contractor provides a 12-month warranty on all equipment, materials, and labor from the date of substantial completion. Written questions are due at least seven calendar days prior to the bid deadline to FDO-CID-Bids@pbc.gov. The Living Wage Ordinance does not apply.
