About this file
This Invitation for Quote/Bid (IFQ/B) is issued by Palm Beach County's Facilities Development & Operations Department, Capital Improvements Division, for painting and weatherproofing services on the PBSO West Boynton Substation Fuel Island Canopy Refresh project (P-2026-000077). The scope of work involves furnishing all labor, materials, equipment, permits, and supervision necessary to repair, restore, and repaint the existing fuel island canopy located at 7894 S Jog Road, Lake Worth, Florida. Work includes pressure washing all canopy surfaces, identifying and repairing roof leaks and failed seams, mechanically cleaning and treating corrosion on structural steel components, and applying a complete coating system using specified Sherwin-Williams products (Macropoxy 920 Pre-Primer, Macropoxy 646 Fast Cure Epoxy, and Acrolon 218 HS Acrylic Polyurethane) with final color matching the existing green. A mandatory pre-bid meeting is scheduled for August 18, 2026, at 10:00 a.m. at the project site. Bids are due September 10, 2026, by 2:00 p.m. and will be opened publicly at that time. Contractors must be qualified under Palm Beach County's Annual Contract for Painting & Weatherproofing, with qualification applications due at least 10 days before the bid deadline. The contractor must substantially complete all work within 120 calendar days from the Notice to Proceed, with liquidated damages accruing at $120 per day for failure to meet this deadline.
Bid security and a public construction bond equal to 100% of the contract amount are required if the bid exceeds $200,000. All bidders must submit completed Small Business Development (SBD) Program schedules identifying subcontractors and Small Business Enterprise (SBE) participation percentages. Palm Beach County offers an SBE price preference for single-trade construction contracts, awarding to a certified SBE bidder if their bid is within 10% of the lowest non-SBE bid. Bidders must comply with the County's Commercial Non-Discrimination Policy and submit affidavits certifying no use of labor coercion. The Living Wage Ordinance does not apply to this project. All questions must be submitted in writing to FDO-CID-Bids@pbc.gov at least seven calendar days prior to the bid due date. Upon award notification, the successful bidder must provide the signed Work Order, Public Construction Bond, and certificates of insurance within 14 days or face potential bid security forfeiture, contract termination, and suspension or debarment from future projects. The contractor provides a 12-month warranty on all equipment, materials, and labor from the date of substantial completion.
