About this opportunity
Palm Beach County's Facilities Development and Operations Department is procuring an Annual Contract for Low Voltage services to install Public Address (PA) systems at two Palm Tran transit facilities: Palm Tran South (100 North Congress Avenue, Delray Beach) and Palm Tran North (3201 Electronic Way, West Palm Beach). The scope of work includes furnishing and installing four Axis 2N SIP Consoles, six Axis C2005 Ceiling Speakers, ten Axis C1310-E Outdoor Horn Speakers, four DITEK MRJPOES Surge/Lightning Protection devices, and all associated labor, materials, installation, configuration, and permitting. Contractors must substantially complete the work within ninety calendar days from permit issuance, with liquidated damages assessed at $80 per day for failure to achieve substantial completion. All work must comply with manufacturer specifications and applicable building codes, and contractors are responsible for providing twelve months of warranty coverage from substantial completion and site restoration. Sealed bids were originally due on March 17, 2022, at 2:00 PM, with an extension subsequently announced to March 31, 2022, at 2:00 PM. A mandatory pre-bid meeting was held on February 22, 2022, with two sessions at each facility location (South at 10:00 AM and North at 11:00 AM), though an addendum scheduled an additional mandatory meeting on March 8, 2022, for bidders who did not attend the original meeting. Contractors must be pre-qualified under the Annual Contract for Low Voltage program, with qualification applications required at least ten days before the bid deadline, and all personnel and subcontractors must pass critical facility background checks and criminal history record clearances.
The procurement implements two Affirmative Procurement Initiatives: a Small Business Enterprise (SBE) sheltered market for work orders of $100,000 and below, and an SBE price preference of ten percent for single-trade construction contracts. All bidders must submit completed Equal Business Opportunity (EBO) Schedules 1 and 2 documenting subcontractor participation and certifications, and must comply with Small/Minority/Women Business Enterprise (S/M/WBE) requirements and bonding requirements as specified in the formal Invitation for Quote/Bid. For bids of $200,000 or more, bidders are required to submit bid security equal to five percent of the bid amount and a public construction bond equal to 100% of the contract value, due within fourteen calendar days of award notification. The procurement documents do not specify a maximum budget range or contract award value; however, the presence of bonding requirements for bids of $200,000 and above suggests the project may be anticipated to exceed that threshold. Palm Beach County reserves the right to waive any bid irregularities, informalities, or technical deficiencies and to reject any and all quotes and bids submitted. Interested contractors should contact FDO-CID-Bids@pbcgov.org or (561) 233-0261 for additional information and to access the Invitation for Quote/Bid documentation through the county's online Vendor Self-Service system.
