This is an Invitation for Quote/Bid document issued by Palm Beach County's Capital Improvements Division for the installation of Public Address (PA) systems at two Palm Tran transit facilities. The project, numbered 2021-034879, requires the installation of Axis IP-based PA systems at Palm Tran South (100 North Congress Ave, Delray Beach) and Palm Tran North (3201 Electronic Way, West Palm Beach). The scope includes furnishing four Axis 2N SIP Consoles, six Axis C2005 Ceiling Speakers, ten Axis C1310-E Outdoor Horn Speakers, four DITEK MRJPOES Surge/Lightning Protection devices, and all associated labor, materials, installation, configuration, and permitting. The contract is issued under Palm Beach County's Annual Contract for Low Voltage services. Contractors must substantially complete the work within ninety calendar days from permit issuance, with liquidated damages assessed at $80 per day for failure to achieve substantial completion.
Bids of $200,000 or more require bid security equal to five percent of the bid amount and a public construction bond equal to 100% of the contract value, due within fourteen calendar days of award notification. The solicitation implements two Affirmative Procurement Initiatives: a Small Business Enterprise (SBE) sheltered market for work orders of $100,000 and below, and an SBE price preference of ten percent for single-trade construction contracts. All bidders must submit completed Equal Business Opportunity (EBO) Schedules 1 and 2 documenting subcontractor participation and certifications. Contractors must be pre-qualified under the Annual Contract for Low Voltage, with qualification applications due at least ten days before the bid deadline. The project is subject to critical facility background checks and criminal history record clearances for all employees and subcontractor personnel prior to work commencement. Contractors are responsible for all permitting, material delivery, installation according to manufacturer specifications and applicable building codes, warranty coverage for twelve months from substantial completion, and site restoration.

All bidders must have badged employees as identified below prior to commencement of work.
This project is subject to: [X] Critical Facilities Background Check
[ ] CJI Facilities Background Check [ ] No Background Check
This facility has been designated “Critical by site and building”. The Contractor shall comply with the Provisions of Ordinance 2003-030, the Criminal History Record Check Ordinance.
Badges are to be worn and displayed at all times that the worker is on the job site.
All workers shall be required to pass County background check and fingerprinting prior to starting all work.
Pursuant to County Code, Section 2-371 – 2-377, the Palm Beach County Criminal History Records Check Ordinance, the County will conduct a fingerprint based criminal history record check on all employees of contractors and sub-contractors of contractors, vendors, repair persons, and delivery persons entering a facility determined to be either a Critical Facility (“Critical Facilities”) or criminal justice information facility (CJI Facility). Critical Facilities and CJI Facilities and the corresponding list of disqualifying offenses are identified in Resolution R-2003-1274, and is available upon request. In October 2013, compliance with the requirements of the U.S. Federal Bureau of Investigation Criminal Justice Information (CJI) Security Policy was added to the Ordinance and has a broad list of disqualifying offenses.
The Bidder understands that it is solely responsible for the financial, schedule, and/or staffing implications of compliance with this Ordinance, and represents and warrants that its bid price includes any direct or indirect costs (not including the FDLE/FBI fees which will be paid directly by the County) of compliance with this County Code. Refer to Department Specific Instructions in this Section for applicability of criminal history records check for this project.
Individuals passing the background check will be issued a badge. Contractor shall make every effort to collect the badges of its employees and its sub-contractors’ employees upon conclusion of the contract work and return them to the County. If the contractor or its sub-contractor terminates an employee who has been issued a badge, the Contractor must notify the County within two (2) hours. At the time of termination, the Contractor shall retrieve the badge and return it to the County in a timely manner. The County reserves the right to suspend any Contractor that: 1) does not comply with the requirements of County Code Section 2-317 – 2-377, as amended; 2) does not contact the County regarding a terminated contractor employee or sub-contractor employee within the stated time; or 3) fails to make a good faith effort in attempting to comply with the badge retrieval policy.
DEPARTMENT SPECIFIC INSTRUCTIONS
A Critical Facilities CHRC can take approximately one (1) week to process. A CJI Facilities CHRC can take approximately two (2) weeks to process. In addition to the normal process time, it is important to inform your Contractors/Sub-Contractors that anyone with disqualifying offense(s) who request an escort may take longer to evaluate and approve. Overall Contractors/Sub-Contractors should plan for four to six (4-6) weeks in progress to be conservative.
An appointment is required to complete any CHRC. To make an appointment with ESS Access Section, please call 561.233.0750.
