About this opportunity
The City of Newark, New Jersey, in Essex County, is soliciting proposals through Request for Proposals #2024-09 for comprehensive payroll services to support the NewarkWORKS Youth Employment Program, which is administered by the Newark Workforce Development Board under the Workforce Innovation Opportunity Act (WIOA). The procurement seeks a qualified vendor to provide payroll processing services for approximately 2,500 to 3,500 youth participants aged 14-24 across multiple program tracks, including Year Round Employment & Training, Work Experience, and the Summer Youth Work Experience Program, with a contract period from June 3, 2024 to June 2, 2025. The selected vendor must deliver a secure, web-based system capable of handling participant data collection and enrollment tracking (Part A) and comprehensive payroll processing, tax reporting, and payment distribution (Part B), with support for multiple payment methods including debit card distribution and direct deposit options at a standard pay rate of $16.00 per hour. Key deliverables include tax reporting compliance, secure data management systems, and reliable payment distribution mechanisms. Proposals must be submitted electronically through the City's e-Procurement Portal by 10:15 a.m. on Thursday, May 9, 2024, with a deadline for vendor questions by May 3, 2024. The evaluation will utilize a points-based system with equal weighting (20 points each) across five criteria: resources, contractual capabilities, business ethics, implementation experience, and past performance.
Potential respondents must comply with comprehensive municipal and state requirements, including Equal Employment Opportunity provisions, Americans with Disabilities Act compliance, and adherence to Newark's pay-to-play regulations and political contribution disclosure ordinances. The procurement documents do not specify set-aside designations for disadvantaged enterprises or women/minority-owned businesses, though vendors must demonstrate compliance with affirmative action and non-discrimination policies as conditions of contract award. No incumbent vendor or current contractor information is identified in the available documentation. The RFP does not specify a disclosed budget range or award value; however, given the scope of services covering 2,500 to 3,500 youth participants over a 12-month period with multiple payroll and reporting functions, the contract represents a significant opportunity for qualified payroll service providers. Funding is provided through the U.S. Department of Labor under WIOA, ensuring federal compliance requirements. The City reserves the right to reject any or all proposals and retains discretionary authority to modify, amend, suspend, or terminate the procurement process.
