About this opportunity

The State of Utah, specifically the Department of Technology Services and Division of Purchasing, is seeking to expand its existing contract with Aavenir to include a Payment Request Form (PRF) within the Invoiceflow system. This sole-source procurement (solicitation SK21-16) involves developing a new pop-up interface that will enable designated state users to enter and submit payment-related information through a controlled, department-specific approval workflow. The implementation will be isolated to targeted users within the State of Utah (SOU), ensuring that existing Invoiceflow users and processes remain unaffected. The project scope includes 100 hours of effort, with deliverables consisting of design, development, and testing of the PRF within SOU system instances. The contract was originally established on March 1, 2021, and this modification is set to be implemented with payment structured in two installments: 50% upon design and development completion, and the remaining 50% upon full change order completion. The procurement notice was posted on October 7, 2025, with a response deadline of October 15, 2025.

The procurement opportunity appears to have no specific set-aside designations or restrictions on responding organizations. The contract is a direct extension with the incumbent vendor Aavenir, with Jesal Mehta (CEO and Founder) and Tyrel King (Financial Manager II for the State of Utah) having already signed the change order on July 30, 2025. The existing contract's original total was $290,000.00, which was previously increased to $310,000.00, and is now proposed to increase to $322,500.00 - representing an 11.2069% total increase. The specific procurement value for this change order is $12,500.00, with zero associated freight costs. Vendors must certify they are not engaged in economic boycotts related to traditional energy, mining, agriculture, firearms, environmental standards, or abortion-related services. The contract includes a five-year term with potential renewal options, and the implementation will integrate with existing Invoiceflow infrastructure while maintaining system isolation for the designated user groups.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
