About this opportunity

Southgate Community Schools (SCS) in Wayne County, Michigan, is soliciting proposals for a comprehensive civil and paving contract to renovate parking lots at Allen Elementary School and Gerisch School. The Request for Proposal (RFP) seeks a contractor to perform civil work, parking lot repaving, pre-construction services like staking and survey elevation confirmation, and infrastructure improvements during the summer break of 2025. Specific project requirements include expanding parking spaces, installing storm sewer systems, implementing accessibility features, and completing all work between July and August 2025, with a firm completion deadline of August 28, 2025. The project timeline includes a non-mandatory virtual pre-proposal meeting on July 2, 2025, at 10:00 am EST, with proposals due on July 11, 2025, at 12:00 pm EST. Contractors will be evaluated based on team experience, capabilities, fee structure, project schedule, and client references, with board approval anticipated on July 15, 2025. Work will be conducted during standard shifts from 7am-5pm Monday through Friday when school is not in session, with projects to be awarded on a school-by-school basis.

The RFP includes several mandatory compliance requirements for potential contractors, including submission of a Familial Disclosure Affidavit, Iran Economic Sanctions Act Affidavit, Non-Collusive Affidavit, and a Criminal Background Disclosure Statement. Contractors must perform comprehensive background checks on all personnel who will be on school district premises, ensuring no registered sexual offenders or individuals with specific criminal convictions are present. While specific budget ranges are not explicitly stated, the detailed bid proposal form includes line items for general conditions, overhead and profit, demolition, off-site work, civil site work preparation, asphalt paving and striping, and exterior accessories. The contract will be based on the AIA A105-2017 standard form, and contractors are required to provide unit rates for pavement reconstruction and asphalt removal/repaving. No specific set-aside designations or restrictions for disadvantaged enterprises were mentioned in the documentation. Contractors must be prepared to coordinate with SCS's ongoing activities and potentially handle concurrent work during the project period.
