About this opportunity

Grand Rapids Public Schools is requesting sealed bids for 2027 paving projects at three school locations—the Nutrition Building, CA Frost Middle High School, and Kent Hills Elementary School—with bids due November 4, 2026 at 11:00 a.m. local time and a pre-bid meeting scheduled for October 27, 2026 via virtual link.

The scope comprises removal of approximately 14,000 square yards of existing asphalt pavement and replacement with 3,200 tons of new asphalt, along with storm sewer, concrete curb and pavement, sidewalks, lighting, erosion control, and restoration work across three locations in Kent County, Michigan. Concrete work must meet a minimum compressive strength of 4,000 PSI with limestone aggregate and 5.5%–8% air entrainment. Hot mixed asphalt specifications call for MDOT 5EL top course over bond coat and MDOT 4EL base course at varying thicknesses (3.5 inches for light duty or 5 inches for parking lot duty). Work must comply with Michigan Handicapped Accessibility Code and Americans with Disabilities Act standards. Bidders must be skilled and regularly engaged in work of similar character and magnitude; those not prequalified must file financial statements and experience questionnaires with VK Civil at least five days prior to bid opening or submit a certified Michigan Department of Transportation Pre-qualification certificate for Hot Mix Asphalt/Bituminous Paving.

Work may not begin before June 7, 2027. The Nutrition Building project requires substantial completion by July 17, 2027 and final completion by August 14, 2027; the CA Frost and Kent Hills projects require substantial completion by August 1, 2027 and final completion by August 28, 2027. The Owner reserves the right to award each individual site to a single bidder or multiple bidders independently.

Bid surety equal to 5% of total bid price is required, binding bidders for 60 days after bid receipt. Performance and payment bonds each equal to 100% of the contract sum are required. Bids are on a unit-price basis. All required affidavits and certifications—Form of Sworn Statement of Familial Relationship, Iran Business Relationship Affidavit, Debarment and Suspension Certification, Non-Collusive Affidavit, and Criminal Background Affidavit—must accompany sealed proposals. The contract will utilize AIA Document A105 Standard Short Form of Agreement. Financing is entirely by Grand Rapids Public Schools with no federal or state grants involved. Contract documents are available online at https://grps.org/departments/business-services/ and at VK Civil for prequalified bidders after October 20, 2026 at 12:00 p.m.
