About this opportunity

The Florida Department of Transportation (FDOT) Materials Office is pursuing a single source procurement for Pavemetrics Software License and Support Packages, specifically targeting the Laser Crack Measurement System (LCMS) data collection technology. The procurement is focused on obtaining licenses and support packages for annual FDOT Pavement Condition Survey and Federal Highway Administration Highway Performance Monitoring System applications. The procurement seeks proprietary software, licensing, and support packages exclusively from International Cybernetics Company, LP, which is identified as the sole manufacturer of the LCMS Imaging Systems used by the FDOT Materials Office. The procurement notice was posted on August 14, 2025, with a final date for vendor information receipt set for September 5, 2025, at 5:00 p.m. EST. Vendors must submit their information via specified email or mailing addresses, with the FDOT evaluating potential alternative sources through a formal review process outlined in section 120.57(3) of Florida Statutes.

The procurement appears to be a sole source acquisition with no specific set-aside designations or restrictions on respondent organizations mentioned in the documentation. International Cybernetics Company, LP is the intended and only viable vendor due to their exclusive manufacturing and support capabilities for the LCMS Imaging Systems. The contract term is proposed for five years, with an estimated total acquisition value of $337,500.00. The technology requires no integration with existing infrastructure, as it represents a direct replacement and continuation of current FDOT Materials Office technology. The proprietary nature of the software, licensing, and support packages prevents competitive bidding, with International Cybernetics being the exclusive provider of repairs, evaluations, proprietary software updates, and system licenses. The procurement is geographically focused on Leon County, Florida, and serves the broader Florida Department of Transportation's technological needs for pavement condition surveying and monitoring.
