The project, identified as PB 25021, requires contractors to perform milling of existing asphalt pavement (3,500 square yards), flexible base replacement (5 tons), scratch/leveling course installation (15 tons), new asphalt wearing course installation (310 tons), and work zone traffic control measures. The successful contractor must complete all work within 120 calendar days from issuance of the Notice to Proceed, with liquidated damages assessed at $100.00 per calendar day for any delays beyond this deadline. Qualified bidders must submit sealed bids online via PennBid no later than February 20, 2026 at 1:00 PM, with public bid opening and reading scheduled for 1:15 PM the same day at Penndel Borough Hall, 300 Bellevue Avenue, Penndel, Pennsylvania. A pre-bid meeting is scheduled for February 10, 2026 at 11:00 AM, and site inspection is encouraged prior to submission. All inquiries regarding the contract must be uploaded to PennBid by 5:00 PM on February 13, 2026, and contract award to the lowest responsible bidder is anticipated on March 2, 2026 at a 7:30 PM Borough Council meeting. Bidders must submit bid security of not less than 10 percent of the bid amount in the form of a certified check, bank money order, or bid bond issued by a Pennsylvania-licensed surety, and the successful bidder must furnish performance and payment bonds in the amount of 100% of the contract price plus a maintenance bond equal to 10% of total contract payment effective for 12 months after project completion.

There are no specific set-aside designations or restrictions limiting bidder eligibility based on disadvantaged enterprise status; however, all contractors must comply with federal E-Verify employment eligibility verification requirements, the Pennsylvania Prevailing Wage Act (if contract value exceeds $100,000), the Steel Products Procurement Act, and the Pennsylvania Trade Practices Act. Contractors are required to maintain specified insurance coverage as outlined in the contract documents and obtain a Certificate of Insurance prior to bid submission. No incumbent vendors or current contractors are identified in the solicitation documents, and the project is funded in part by Liquid Fuels funds from the Pennsylvania Department of Transportation and by Penndel Borough. The contract value is not expected to exceed $100,000, which exempts the project from prevailing wage requirements; however, PennBid will assess a fee of up to 0.33% of the bid amount (capped at $5,000) only to contractors who are awarded the contract.
