About this file
This is a General Construction Detail document prepared for Penndel Borough in Bucks County, Pennsylvania, outlining specifications for Memorial Park Access Improvements funded through CDBG 2026 resources. The project (PB26005) involves pavement restoration, concrete curb construction, sidewalk and driveway apron installation, fence removal and replacement with 4-foot black chain link fencing, and landscape restoration including seeding and sodding. The construction sequence is clearly staged to maintain vehicular and pedestrian access to the park at the end of each workday. Bids are due July 23, 2026 at 1:00 PM via PennBid, with public bid opening and reading at 1:15 PM on the same day at Penndel Borough Hall. A pre-bid meeting is scheduled for a date prior to submission, and site inspection is encouraged. Contract award to the lowest responsible bidder is anticipated August 3, 2026 at a Borough Council meeting. The project must be completed within 120 calendar days from the Notice to Proceed, with liquidated damages of $100.00 per day assessed for delays beyond this deadline.
The contract value is not expected to exceed the prevailing wage threshold under Pennsylvania law; however, the project is subject to the Davis-Bacon Act due to Housing and Community Development Act funding. Bidders must submit sealed bids with bid security of not less than 10 percent of the bid amount in the form of a certified check, bank money order, or bid bond from a Pennsylvania-licensed surety. The successful bidder must furnish Performance and Payment Bonds equal to 100 percent of the contract price and a Maintenance Bond equal to 10 percent of total contract payment effective for 12 months after project completion. All contractors must comply with federal E-Verify requirements, the Steel Products Procurement Act, and the Pennsylvania Trade Practices Act, and must maintain specified insurance coverage. PennBid will assess a fee of up to 0.33 percent of the bid amount (capped at $6,000) only to awarded contractors. The project is funded through CDBG 2026 resources and Penndel Borough funds, with contractor inquiries required to be uploaded to PennBid by 5:00 PM on July 16, 2026.
