About this opportunity
Boulder County Public Works is requesting proposals for an independent evaluation of pavement conditions across approximately 382 miles of paved county roads under RFP-319-26, with proposals due November 19, 2026. Work must conform to ASTM D6433 standards, the central technical requirement.
The scope includes on-the-ground surface condition inventory, calculation of a Pavement Condition Index (PCI) for all road segments, delivery of structured data compatible with the county's OpenGov Asset Management System, Esri-based GIS data in NAD_1983_HARN_StatePlane_Colorado_North format, and geographically correlated digital photographs (minimum 720 x 480 pixels, 96 dpi, JPEG) at 50-foot intervals. Road width measurements must be documented segment-by-segment in feet, with notation of width changes of 2 feet or more lasting 500 feet or more. Proposals must include project schedules detailing production rates, data collection activities, equipment and software resources, and staffing with resumes. References must include a minimum of three, with two from similar projects of 382 centerline miles or more completed within the past two years. The county prefers completion of all scope items in 2027 and will score proposals accordingly.
Evaluation uses a 100-point matrix: Qualifications and Experience (20 points), Capacity to Provide Quality and Timely Products and Services (20 points), and Cost for Data Collection (60 points). Cost dominates at 60 percent of total score.
Payment is based on actual miles accepted by the county following verification of pavement condition scoring and comparison against county-collected data and field observations. The base proposal cost must cover all 382 centerline miles of data collection and software integration, with mobilization and expenses paid upon task completion and inventory payment made after county approval. Vendors may propose additional data items and mileage at a per lane-mile cost.
The contractor must obtain Commercial General Liability ($1,000,000 per occurrence, $2,000,000 general aggregate), Workers' Compensation at statutory limits, and Employer's Liability ($100,000 per accident, $500,000 disease policy limit, $100,000 disease per employee), with Boulder County named as additional insured. Work is performed throughout Boulder County.
