About this file

This is an Evaluation Criteria document for Boulder County Procurement, located in Boulder, Colorado, outlining the selection methodology for the Pavement Management Road Inventory for 2027 contract. Boulder County Public Works is seeking an independent evaluation of pavement conditions across approximately 382 miles of paved county roads, with work to be performed in accordance with ASTM D6433 standards. The project deliverables include on-the-ground inventory of existing surface conditions, data structured for and uploaded into the county's OpenGov Asset Management System, data in Esri-based GIS format, and photographs of the existing paved road system. A selection committee will review all proposals and may request additional information, interviews, or clarification from vendors prior to final evaluation and award.

The evaluation and selection process will utilize a scoring matrix with three primary criteria categories: Qualifications and Experience of the Vendor (20 points), Capacity to Provide Quality and Timely Products and Services (20 points), and Cost for Data Collection (60 points), for a total of 100 possible points. Cost represents the dominant evaluation factor at 60 percent of the total score, while technical qualifications and service delivery capability each account for 20 percent. The county reserves the right to consider any other relevant and appropriate factors as determined necessary in making its final selection decision.
