About this opportunity

The Greater Orlando Aviation Authority (GOAA) is seeking proposals for a comprehensive passenger boarding bridge (PBB) procurement and installation project at Orlando International Airport. The solicitation, identified as RFP 23-533, aims to acquire eighteen (18) total passenger boarding bridges, specifically ten (10) replacement units and eight (8) new installation units for Terminal C. Proposers must provide and install new apron drive passenger boarding bridges and related equipment, ensuring all components comply with the latest manufacturer safety instructions and bulletins. Mandatory qualifications include demonstrating five years of continuous experience in similar PBB procurement and installation. A critical mandatory pre-proposal meeting and site visit is scheduled for July 18, 2023, which potential bidders must attend or arrange an alternative site visit. Proposals are due on August 22, 2023, with anticipated Procurement Committee reviews in September 2023 and a potential Aviation Authority Board award meeting in October 2023. Evaluation criteria will likely include comprehensive pricing, technical capabilities, compliance with federal requirements, and ability to meet project specifications.

The procurement includes a 5% Disadvantaged Business Enterprise (DBE) participation goal, encouraging minority and small business involvement in the contract. The contract is not exclusive, allowing GOAA flexibility to purchase bridges from alternative sources if necessary. Pricing will be subject to potential annual adjustments based on the Producer Price Index (PPI), with a maximum adjustment calculated using a specified formula. The project is federally funded, potentially supported by Airport Improvement Program (AIP) grants, and requires strict adherence to federal aviation and procurement regulations, including Buy American provisions and Davis-Bacon wage rates. Proposers must meet specific insurance and bonding specifications, with the initial contract term set at sixteen (16) months from the Notice to Proceed. The Aviation Authority reserves the right to utilize the RFP results for additional purchases over five years, providing long-term procurement flexibility. While specific budget ranges are not explicitly stated, the comprehensive nature of the procurement—involving eighteen passenger boarding bridges, removal of existing infrastructure, and full installation—suggests a significant capital investment.
