About this file
This document is a Request for Proposals (RFP) 23-533 issued by the Greater Orlando Aviation Authority (GOAA) for passenger boarding bridges (PBBs) and related equipment at Orlando International Airport. The RFP seeks to procure eighteen (18) total passenger boarding bridges, consisting of ten (10) replacement units and eight (8) new installation units for Terminal C. The initial contract term is sixteen (16) months from the Notice to Proceed, with an option for the Aviation Authority to make additional purchases for five (5) years following the base period. A mandatory pre-proposal meeting and site visit is scheduled for July 18, 2023, and potential bidders must attend or arrange an alternative site visit. Proposals are due on August 22, 2023, with the anticipated Procurement Committee reviews in September 2023 and a potential Aviation Authority Board meeting for award in October 2023.
The RFP includes specific pricing and participation requirements, with a 5% Disadvantaged Business Enterprise (DBE) participation goal. Pricing will be subject to potential annual adjustments based on the Producer Price Index (PPI), with a maximum adjustment calculated using a specified formula. The contract is not exclusive, allowing GOAA to purchase bridges from other sources if deemed necessary. Proposers must provide comprehensive pricing, meet minimum requirements including five years of continuous experience, and comply with various federal requirements including Buy American provisions, Davis-Bacon wage rates, and specific insurance and bonding specifications. The total project is federally funded, with potential Airport Improvement Program (AIP) grant support, and requires strict compliance with federal aviation and procurement regulations.
