This is a public works project exceeding $60,000 subject to New Mexico prevailing wage requirements and the City of Santa Fe living wage ordinance ($14.03 per hour, effective March 1, 2023).
The scope encompasses removal of existing Modicon PLCs and replacement with new CompactLogix controllers; installation of new VFDs and touchscreen interfaces across six facility buildings (DAF Building 106, Mixed Liquor Pump Building 109, UV Building 132, Headworks Building 136, NPW Building 137, and Reuse Building 149); replacement of seven existing pump VFDs; installation of new double-walled fiberglass reinforced plastic (FRP) chemical storage tanks in the DAF building to hold sodium hypochlorite with automated fill and level monitoring systems; and comprehensive SCADA signal wiring and termination. The project includes 16 base bid line items plus allowances totaling approximately $1.165 million. Work must commence within ten consecutive calendar days of Notice to Proceed. Contractors and all subcontractors performing work exceeding $5,000 must be registered with the New Mexico Department of Workforce Solutions and possess valid Construction Industries Division licenses.
The estimated total project cost is $3.7 million. The contract term may range from one to ten years, with the City reserving the right to award for the whole term or renew annually. Bidders must submit a 5% bid security. The City may apply an 8% resident preference or 10% resident veteran preference if no federal funds are used. Award will be made to the lowest responsive and responsible bidder. A non-mandatory site visit is scheduled for August 31, 2026 at 9:00 AM. Liquidated damages are $250 per consecutive calendar day for failure to meet the contract completion date.
