About this opportunity
The Utah Division of Purchasing, on behalf of the Utah Department of Corrections, is announcing its intent to award a contract for LineV Systems body scanner equipment and services without engaging in a standard procurement process, with the notice period closing June 8, 2026. The procurement is being conducted as a sole-source award; interested vendors may submit challenges demonstrating alternative sources or comparable products during the public notice period.
The scope covers a LineV Systems CLEARPASS full-body scanner with workstation, DruGuard3 narcotics detection software, single-sign-on (SSO) functionality required by the Department of Technology Services as a mandatory security measure, custom extended cables, one-year extended warranty, data management solution with networking capabilities, onsite training, Active Directory Bundle installation, and deinstallation of existing ClearPass equipment. The procurement serves body scanner expansion at Utah Department of Corrections facilities and Coffee Unif Correctional Facility. SSO functionality must be implemented on all new and existing ClearPass scanners.
The contract value for this increase is $36,000 (representing a 2.5% increase to the existing contract). The original contract number is 226301 under Solicitation Number KI22-34. The current contract total is $1,469,115.86; the proposed total is $1,505,115.86. Pricing excludes sales tax. Shipping is quoted at 90 days subject to availability, with delivery on an ex-works basis from Conroe, Texas (13631 Poplar Circle, Conroe, TX 77304).
Any vendor submitting a challenge must certify compliance with Utah Code 63G-27 regarding economic boycotts and boycotts of the State of Israel. LineV Systems' standard terms and conditions are available at https://linevsystems.us/terms-and-conditions/.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
