About this opportunity

The Utah Division of Purchasing is publishing a Notice of Intent to Award a Contract Without Engaging in a Standard Procurement Process, with a due date for public comment of September 11, 2026. The contract is a sole-source award to the Utah Health Policy Project (UHPP) under solicitation number MK23-48.

The procurement supports a demonstration project linking adults with intellectual and developmental disabilities to preventive healthcare and health promotion programs. UHPP will deploy qualified linkage coordinators to screen, assess, and refer eligible participants to healthcare providers and evidence-based health promotion programs, conduct three-month follow-up appointments, and manage participant-level data through a validated data management system. The project targets 200 total participants across a five-year period. UHPP must comply with the Utah Department of Health and Human Services Data Management Plan, submit quarterly reports by December 5, April 3, June 30, and August 7, and provide an annual high-level report by September 30, 2025.

The original contract value was $50,000. The Notice of Intent seeks to increase the total contract amount to $705,787, representing a 1,411.57% increase driven by the need for two full-time linkage coordinator positions and investment in a data management system. Funding spans five periods from October 5, 2022 through July 31, 2026, with final-period allocation of $142,619 for salaries and fringe, $3,500 for supplies and current expenses, and $2,500 for travel.

The sole-source justification rests on UHPP's role as the implementing partner with continuity essential to the project's success. The Division of Purchasing will accept public challenges during the notice period. All contractors must certify compliance with Utah Code 63G-27 regarding economic boycotts and boycotts of the State of Israel. Claimants may assert business confidentiality claims under Utah Code 63G-2-305 and 63G-2-309 by submitting redacted and non-redacted versions of proposals.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
