The procurement requires a vendor to provide both fixed and mobile LPR cameras and operating systems that can seamlessly integrate with existing parking payment platforms, including Passport, ParkMobile, PayByPhone, Flowbird, and T2 Digital Iris. Proposers must demonstrate a minimum license plate read accuracy of 98% and have at least three years of experience in LPR system design and installation comparable to Tampa's scope. The evaluation criteria include System Functionality & Integration (35 points), Experience & Qualifications (20 points), SLBE Participation (15 points), Responsiveness to Scope (15 points), Cost to the City (10 points), and Criminal History Screening Practices (5 points). A non-mandatory pre-proposal conference is scheduled for January 13, 2026, at 9:00 a.m., with questions due by January 22, 2026, at 3:00 p.m., and proposals due by January 29, 2026, at 3:00 p.m. The initial contract term is three years, with options to renew for two additional one-year periods.

The City of Tampa actively promotes Small Local Business Enterprise (SLBE) participation, offering weighted evaluation points for SLBE involvement. Proposers can earn between 5 and 15 points for SLBE participation, with additional discretionary points possible. All proposers and subcontractors must be SLBE-certified prior to the RFP opening date to be eligible for SLBE rating points. The procurement requires comprehensive accessibility documentation, including an Accessibility Conformance Report based on WCAG 2.1 Level AA standards and Section 508 federal accessibility requirements. Successful proposers must maintain specific insurance coverage, including Commercial General Liability of $1 million per occurrence, Automobile Liability of $1 million, Worker's Compensation as required by Florida law, and Cyber Liability of $2 million per occurrence for IT-related services. While no specific budget range is mentioned, vendors must submit an all-inclusive cost statement itemizing fees, expenses, and optional costs. The City reserves the right to unilaterally extend the contract for up to three additional 30-day periods if necessary.
