About this opportunity

The City of Orlando is seeking proposals for comprehensive Parking Consulting Services through RFP25-0011, soliciting qualified firms to provide parking-related consulting and strategic planning services. The procurement covers developing a 10-year strategic parking plan, analyzing parking demand, assessing fee structures, evaluating parking capacity, studying on-street and surface lot parking, and examining parking technology and operational efficiencies. The current parking system encompasses 1,066 metered spaces, 220 on-street pay-by-phone spaces, 748 surface lot spaces, and 10 parking garages with 8,525 spaces. Proposal submissions are due January 23, 2025, at 2:00 pm, with a non-mandatory pre-proposal virtual conference scheduled for January 9, 2025. The evaluation will be based on a 100-point system, with points allocated as follows: operating plan (30 points), proposer's experience (30 points), staff experience (18 points), minority and women-owned business enterprise participation (10 points), veteran business enterprise participation (2 points), and fee schedule (10 points). The contract term is three years, with potential extensions up to a cumulative 72 months.

The City has established specific enterprise participation goals, requiring 18% minority-owned business enterprise (M/WBE) and 6% women-owned business enterprise participation. Veteran business enterprise participation is also considered in the evaluation. The RFP allows for awarding the contract to one or multiple firms, with no guaranteed minimum or maximum hours committed. Hourly rates for various professional classifications will be used to establish "not to exceed" pricing for specific projects, including rates for President/Principal, Vice President/Senior Parking Consultant, Parking Consultant, and Project Manager. Proposers must submit detailed references, certifications, and complete mandatory forms, including conflict of interest disclosures and human trafficking prevention documentation. While no specific budget range is explicitly stated, the City operates its parking system as an enterprise fund focused on cost recovery and long-term capital improvements, serving a rapidly growing metropolitan area with approximately 1,000 new residents per week.
