About this file

This Request for Proposal (RFP) is issued by the City of Orlando, Florida, seeking parking consulting services for its municipal parking system. The City is requesting proposals from qualified firms to provide comprehensive parking consulting services, including developing a 10-year strategic plan, assessing parking fees and demand pricing, evaluating parking capacity and supply, analyzing on-street and surface lot parking, meeting with stakeholders, studying shared parking opportunities, assessing remote parking coordination, and examining parking technology and operational efficiencies. The RFP was released on December 17, 2024, with a non-mandatory pre-proposal virtual conference scheduled for January 9, 2025, and proposal submissions due by January 23, 2025 at 2:00 pm. The intended contract term is three years, with potential extensions up to a cumulative total of 72 months.

The City's parking system currently consists of 1,066 metered parking spaces, 220 on-street asset-free/pay-by-phone spaces, 748 surface lot spaces, 10 parking garages with 8,525 spaces, and approximately 14,304 private garage spaces. The evaluation of proposals will be based on a point system across six criteria: operating plan (30 points), proposer's experience (30 points), staff experience (18 points), minority and women-owned business enterprise participation (10 points), veteran business enterprise participation (2 points), and fee schedule (10 points). The City operates its parking system as an enterprise fund focused on cost recovery and long-term capital improvements, serving a metropolitan area with a population growth of approximately 1,000 new residents per week.

1. INTRODUCTION

1.1. Summary

The City of Orlando (City) requests Proposals from interested and qualified Proposers to provide parking and related consulting services for a variety of miscellaneous plans, studies and parking related services. Based on the proposals submitted and the evaluation criteria specified in Section 4, the City will award to one or multiple firm(s) to provide continuing Parking Consulting Services and related services for various City projects.

1.2. Background

The City’s parking system consists of 1,066 metered parking spaces, 220 on-street asset-free/pay-by-phone spaces, 748 surface lot spaces, 10 parking garages with 8,525 spaces and approximately 14,304 private garage spaces. Refer to EXHIBIT “ONE” – CITY OF

ORLANDO PARKING DIVISION MAP for parking garage and surface lot locations.

According to recent U.S. Census Bureau estimates, the City of Orlando’s population is

320,000 while Orlando-Kissimmee-Sandford metropolitan area is estimated to be at

2,800,000. The Orlando Economic Partnership reports that the region's population growth is on par with the 1,000 new residents a week trend. This is critical to note because as the central municipality for our metro area, this population increase challenges the City’s

Parking Division in providing adequate parking supply and operational levels of service.

The City’s Parking System is operated as an enterprise fund and is operated in manner that provides for cost recovery for operations of the system and investment in capital improvements that provide benefit to the system on a long-term basis.
