About this file
This document is Exhibit Two from the City of Orlando, Florida, providing an example project scope for parking data collection and analysis consulting services. The project requires a contractor to conduct comprehensive parking occupancy studies in the downtown area, including collecting hourly data on 1,040 metered parking spaces across street and city-owned parking lots from 8 a.m. to 7 p.m., with specific requirements to document vehicle types, meet with stakeholders, and analyze parking conditions. The study encompasses a defined downtown zone bounded by specific streets and highways, with the goal of assessing current and future parking supply, demand, and infrastructure.
The compensation structure requires the contractor to submit a detailed proposal with a not-to-exceed lump sum fee, breaking down hours by professional classification and allowable expenses. Deliverables include a map-based analysis identifying parking surpluses and deficits under current and future (5 and 10-year) conditions, comprehensive reports, and potential presentations to workshops or focus groups. The City will provide supporting resources such as data sources, branding materials, website hosting, and meeting site selection. The project aims to support strategic parking management by understanding occupancy patterns, growth projections, and parking infrastructure effectiveness in downtown Orlando.
