About this opportunity

The County of Solano is soliciting bids for Palm Tree Pruning Services through an Invitation for Bids (IFB) issued by its Department of General Services, Support Services Division. The procurement targets professional pruning services for 86 palm trees located at the downtown Fairfield campus, specifically comprising 42 Mexican Fan Palms, 35 Canary Island Date Palms, and 9 Windmill Palms ranging from 40 to 120 feet in height. Contractors must provide "pineapple" pruning and trunk skinning services, requiring an active C-49 Tree and Palm Contractor License and employing a permanent ISA Certified Arborist on-site at all times. Key deliverables include adherence to ANSI A300 pruning standards and ANSI Z133 safety standards, obtaining a city permit, implementing approved traffic control plans, and managing all aspects of the pruning operation including labor, equipment, materials, site cleanup, and debris disposal. A non-mandatory pre-proposal meeting and site walk are scheduled for January 16, 2026, at 10:00 a.m., with questions due by January 21, 2026, at 5:00 p.m., and bid responses due electronically by February 13, 2026, at 5:00 p.m. via the County's OpenGov eProcurement portal.

The contract offers a potential five-year duration, with an initial three-year term and options for two additional one-year renewals at the County's discretion. A local vendor preference is applied, allowing qualified local businesses within five percent of the lowest bid an opportunity to match that price within five business days. The County reserves the right to award the contract to the lowest responsive and responsible bidder, potentially making split awards among multiple vendors, and retains the ability to reject all bids. Contractors must provide comprehensive insurance coverage and maintain all necessary business and professional licenses. While no specific set-aside designations for disadvantaged enterprises are mentioned, the solicitation emphasizes local business participation. The pricing structure requires submission on a per-tree basis for each palm species, with payment terms of net 30-45 days from invoice receipt and equipment acceptance. The County will conduct equipment and staffing inspections prior to award, ensuring the selected contractor meets all technical and operational requirements for the pruning services.
