About this file
This file is a location reference document supporting a solicitation by the County of Solano's Department of General Services for palm tree pruning services at the downtown Fairfield Justice Campus. The County seeks professional pruning services for 86 palm trees comprising 42 Mexican Fan Palms, 35 Canary Island Date Palms, and 9 Windmill Palms ranging from 40 to 120 feet in height. The trees are distributed across five locations: 604 Empire Street, both sides of Texas Street from Washington to Jefferson Street, both sides of Union Avenue from Texas Street to Broadway plus four additional trees on the right side, and the Sheriff's Parking Lot off Clay Street. Services required include "pineapple" pruning and trunk skinning operations performed in accordance with ANSI A300 pruning standards and ANSI Z133 safety standards. A non-mandatory pre-proposal meeting and site walk are scheduled for January 16, 2026, at 10:00 a.m., with written questions due by January 21, 2026, at 5:00 p.m. Bid responses are due electronically by February 13, 2026, at 5:00 p.m. via the County's OpenGov eProcurement portal. The contract offers an initial three-year term with two optional one-year renewals at the County's discretion, for a potential five-year duration.
Contractors must possess an active C-49 Tree and Palm Contractor License and employ a permanent ISA Certified Arborist on-site throughout operations. The County will conduct equipment and staffing inspections prior to award. Pricing must be submitted on a per-tree basis for each palm species, with payment terms of net 30-45 days from invoice receipt and equipment acceptance. Contractors are responsible for furnishing all personnel, labor, equipment, materials, obtaining a city permit, implementing approved traffic control plans, site cleanup, and debris disposal. A local vendor preference allows qualified local businesses within five percent of the lowest bid to match that price within five business days. The County reserves the right to award the contract to the lowest responsive and responsible bidder, make split awards among multiple vendors, or reject all bids. Comprehensive insurance coverage and all necessary business and professional licenses are required.
