Palm Tree Pruning Services Summary

This is a supporting exhibit document detailing location information for the County of Solano's Palm Tree Pruning Services procurement issued by the Department of General Services, Support Services Division. The County is soliciting bids for professional pruning services on 86 palm trees distributed throughout the downtown Fairfield Justice Campus, comprising 42 Mexican Fan Palms, 35 Canary Island Date Palms, and 9 Windmill Palms ranging from 40 to 120 feet in height. Services include "pineapple" pruning and trunk skinning in accordance with ANSI A300 pruning standards and ANSI Z133 safety standards. The specified tree locations are at 604 Empire Street; Texas Street (both sides from Washington Street to Jefferson Street); Union Avenue (both sides from Texas Street to Broadway, plus 4 additional trees on the right side); and the Sheriff's Parking Lot off Clay Street. A non-mandatory pre-proposal meeting and site walk are scheduled for January 16, 2026, at 10:00 a.m., with questions due by January 21, 2026, at 5:00 p.m. Bid responses are due electronically by February 13, 2026, at 5:00 p.m. via the County's OpenGov eProcurement portal. The contract offers a potential five-year duration, consisting of an initial three-year term with two optional one-year renewals at the County's discretion.

Contractors must hold an active C-49 Tree and Palm Contractor License and employ a permanent ISA Certified Arborist on-site at all times. Pricing submission is required on a per-tree basis for each palm species, with payment terms of net 30-45 days from invoice receipt and equipment acceptance. Prior to award, the County will conduct equipment and staffing inspections. The solicitation applies a local vendor preference allowing qualified local businesses within five percent of the lowest bid an opportunity to match that price within five business days. Contractors must obtain a city permit, implement approved traffic control plans, and provide comprehensive insurance coverage. The County reserves the right to award the contract to the lowest responsive and responsible bidder, potentially making split awards among multiple vendors, and retains the ability to reject all bids.
