About this file

This is a Palm Tree Locations document supporting an Invitation for Bids issued by the County of Solano, California, Department of General Services for Palm Tree Pruning Services. The project encompasses professional pruning and trunk skinning services for 86 palm trees distributed across the downtown Fairfield Justice Campus, including 42 Mexican Fan Palms, 35 Canary Island Date Palms, and 9 Windmill Palms ranging from 40 to 120 feet in height. The trees are located at four primary sites: 604 Empire Street, both sides of Texas Street from Washington to Jefferson Street, both sides of Union Avenue from Texas Street to Broadway with four additional trees on the right side, and the Sheriff's Parking Lot off Clay Street. A non-mandatory pre-proposal meeting and site walk are scheduled for January 16, 2026, at 10:00 a.m. Questions must be submitted by January 21, 2026, at 5:00 p.m., and electronic bid responses are due by February 13, 2026, at 5:00 p.m. via the County's OpenGov eProcurement portal. The contract offers a five-year potential duration consisting of an initial three-year term with two optional one-year renewals at the County's discretion.

Contractors must possess an active C-49 Tree and Palm Contractor License and employ a permanent ISA Certified Arborist on-site throughout the project. All pruning must comply with ANSI A300 standards and safety must meet ANSI Z133 standards. Pricing is structured on a per-tree basis for each palm species with payment terms of net 30 to 45 days from invoice receipt. A local vendor preference applies, allowing qualified local businesses within five percent of the lowest bid an opportunity to match that price within five business days. The County reserves the right to award the contract to the lowest responsive and responsible bidder, make split awards among multiple vendors, or reject all bids. Prior to award, the County will conduct equipment and staffing inspections to verify contractor compliance with all technical and operational requirements. The contractor must obtain a city permit, implement approved traffic control plans, and manage all operational aspects including labor, equipment, materials, site cleanup, and debris disposal.
