About this opportunity

Collier County is requesting bids on the Palm River Areas 3, 5, and 6 Public Utilities Renewal project, an infrastructure replacement initiative across twelve streets in the Palm River neighborhood, with bids due August 10, 2026, and a non-mandatory pre-bid conference on July 7, 2026. The County is utilizing local vendor preference for this solicitation.

The scope encompasses potable water infrastructure improvements (6-inch, 8-inch, and 10-inch PVC and HDPE piping); wastewater system improvements (gravity sewer pipe, force main piping, and pump station rehabilitation and replacement); stormwater drainage improvements; roadway reconstruction; sidewalk installation; and driveway restoration across Country Club Drive, Country Club Lane, Cypress Way West, Fairway Circle, Forestwood Drive, Juli-Fe Drive, Oakwood Court, Oakwood Drive, Old Tamiami Trail, Viking Way, Westwood Drive, and a portion of Palm River Boulevard. Work is divided into multiple phases with sequencing designed to minimize residential disruption. Substantial completion is required within 940 calendar days from Notice to Proceed; final completion within 60 calendar days after punch list delivery. The contractor must provide monthly project schedules, bi-weekly look-ahead schedules, vibration monitoring reports, pre-construction assessments and videos, utility location reports, and as-built documentation. Construction traffic is restricted to Palm River Boulevard for ingress and egress, with roadway restoration required within 30 calendar days of functional completion. The contractor is responsible for third-party vibration monitoring, full-time construction inspection, and bypass pumping for wastewater systems at no additional cost.

The anticipated project budget is $32.25 million. One contract will be awarded for all work. Liquidated damages of $5,146 per calendar day apply for failure to meet substantial completion. Bids must include a certified bid bond equal to 5% of the total bid amount. Performance and Payment Bonds at 100% of the contract award amount are required, underwritten by a surety rated "A-" or better by A.M. Best. Comprehensive insurance coverage is required: Worker's Compensation, Employer's Liability ($1,000,000), Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000), and Excess/Umbrella ($5,000,000).

Bidders must hold a Florida State Contractor License and Florida General Contractor License, provide five project references of similar magnitude completed within the past five years, identify all major subcontractors by trade category, submit certified key personnel assignments, and enroll in E-Verify. OSHA Class II Asbestos Worker and Supervisor certifications and Florida Trench Safety Act compliance with detailed trench safety measures are required. Questions are due July 20, 2026 at 3:00 p.m. Bids are submitted electronically through https://procurement.opengov.com/portal/collier-county-fl. Work hours are generally 7:00 a.m. to 7:00 p.m., Monday through Friday.
