About this file

This is a bid specification document prepared by Collier County, Florida for the Palm River Areas 3, 5, and 6 Public Utilities Renewal project. The project encompasses the replacement of aging water, wastewater, and stormwater infrastructure across twelve streets in the Palm River neighborhood, including potable water main installation (6-inch, 8-inch, and 10-inch PVC and HDPE piping), wastewater system improvements (gravity sewer pipe, force main piping, and pump station rehabilitation and replacement), stormwater drainage improvements, roadway reconstruction, sidewalk installation, and driveway restoration. The project is divided into multiple phases across three areas, with sequencing requirements designed to minimize residential disruption. Substantial completion is required no later than 940 days from the Notice to Proceed, with final completion by 1,000 days. The contractor must provide detailed monthly project schedules, bi-weekly look-ahead schedules, vibration monitoring reports, pre-construction assessments and videos, utility location reports, and as-built documentation. Construction traffic is restricted to Palm River Boulevard for ingress and egress, with completion of each phase's roadway restoration required within 30 calendar days of functional completion.

The contract uses unit pricing for measurement and payment, with quantities estimated and subject to increase or decrease without limit. Payment is contingent upon approval of comprehensive documentation including updated schedules, monitoring reports, pre-construction assessments, and as-built red lines. The specifications include lump sum items for mobilization/demobilization (not to exceed 5 percent of the subtotal base bid), maintenance of traffic, survey and record drawings, pre- and post-construction videos, and specific pump station work. Allowances are established for each major system category to cover un-located utilities and unforeseen site conditions, though rock excavation, fill material replacement, and dewatering costs are excluded from these allowances and must be approved by Collier County prior to execution. The contractor is responsible for providing third-party vibration monitoring, full-time construction inspection, bypass pumping for wastewater systems at no additional cost, and all restoration work in accordance with Collier County standards and the Roadway and Traffic Standards.

Section II-1 Palm River Public Utilities Renewal

SECTION II

PROJECT PHASING

Palm River Utilities Renewal Areas 3,5 and 6

The Project Areas within the Palm River neighborhood have been established predominantly based upon the sanitary sewer collection basins and approximately align with stormwater sub-basins. The phasing requirements for this project have been organized into Sub-Areas to regulate the limits of construction within the neighborhood in an effort to minimize the impact to the residents.

Additionally, the phasing plan requires the new potable water system to be installed (typically on the opposite side of the road to the existing water mains), in service, and the existing asbestos concrete (AC) water mains disconnected before the Contractor begins all other construction activities (including milling of roadway). Temporary asphalt patching is required for all long side water services and roadway and driveway cuts (for services and mains) before construction of the stormwater and sanitary sewer may begin.

During construction, all construction traffic is required to utilize Palm River Boulevard for ingress/egress, concentrating the impact of construction on the western portion of the Palm River neighborhood. Saddlebrook Lane or Cypress Way East may not be utilized for construction traffic. This project includes fulltime 3rd party inspection. If construction traffic is documented utilizing Saddlebrook Lane or Cypress Way East, the EOR and Collier County will inspect the ROW along Saddlebrook Lane and Cypress Way East and any damage found will be included on the Contractor’s punchlist to repair and the estimated cost to repair the damage will be retained until the repairs are made per Collier County standards.

As stated above, the project is phased to minimize impacts to residents within each Area per the description below. The Contractor will not be allowed to progress from one phase to another until the proposed improvements are Functionally Complete (installed, backfilled, tested, cleared for use, and placed into service) and rough grading is complete. The Contractor shall have 30 calendar days to complete the ROW-to-ROW restoration, including landscape/sod, roadway base, limerock, and first lift of asphalt, in each phase once the phase is deemed functionally complete. If restoration is not complete in 30 calendar days, the Contractor shall cease all work except for restoration work. If restoration is not complete within 30 calendar days from the Functional Completion date and the contactor does not cease work on all work less restoration, pay applications will not be approved.

Due to the configuration of the areas, the following general sequencing limitations are in place to minimize impacts to the residents during construction.

Section II-2 Palm River Public Utilities Renewal

• Construction improvements cannot take place concurrently along Cypress Way West (Area 3B & 3C) and Viking Way (Area 5B) and no more than one work zone is allowed on either roadway at a time.

• Furthermore, work cannot occur in Areas 3D & 3E until Cypress Way West (Area 3B & 3C) is functionally complete including the first lift of asphalt. Similarly, work cannot occur in Areas 5C-5F until Viking Way (Area 5B) is functionally complete including the first lift of asphalt.

• Once all work is complete less final lift of asphalt along Cypress Way West, work within the other areas of Area 3 may individually begin.

• Once all work is complete less final lift of asphalt along Viking Way, work within other areas of Area 5 may individually begin.

• The Contractor may work within Area 6 concurrent with Area 3. Construction in Area 5 cannot begin until the 1st lift of asphalt is installed and accepted in Area 3.

• Final lift of asphalt within any area may not be placed until all work in all areas is complete, including restoration.

Section II-3 Palm River Public Utilities Renewal

Area 5:

In order to reduce the potential for construction related water main breaks on the existing AC water main, the contractor shall replace the potable water system in Area 5 before beginning any other construction within Area 5. Additionally, the contractor shall clean, televise & record, and inspect the stormwater outfall pipes as part of the initial phase of construction.

• Phase 5A: Area 5 potable water system replacement includes Forestwood Drive, Oakwood Court, Oakwood Drive, Old Tamiami Trail, Viking Way, and Westwood Drive. This Phase shall include:

The potable water system shall be installed, backfilled, tested, cleared for use, and placed into service (i.e. functionally complete).

o Restoration of the work zone includes trenches backfilled and compacted to grade;

temporary asphalt patching on all roadway crossings, temporary compacted limerock base or asphalt driveway crossings (driveways are not to be completely removed within the ROW as part of the water main replacement), valve pads, mailbox removal/replacement, and temporary roadway/crosswalk striping.

The water system shall be functionally complete (installed, backfilled, tested, cleared for use by FDEP, all connection to homes, and placed into service), restored as detailed above and accepted by the Owner, CEI, and EOR. When the Owner, CEI, and EOR have deemed Phase 5A to be functionally complete, a Phase 5A water system functionally complete notification letter shall be provided to the Contractor and then the Contractor may begin on Phase 5B.

• Phase 5B: AC Pipe removal, Sanitary and Stormwater improvements, and restoration (less final lift of asphalt) on Viking Way from PS 103.10 east to Palm River Boulevard. This Phase shall include:

If the Contractor does not complete the final restoration (less final lift of asphalt) within 30 calendar days from the functionally complete dates of Phase 5B, the Contractor will not be paid for work completed outside of Phase 5B. A notification letter will be provided to the Contractor by the County when the Owner, CEI, and EOR have deemed Phase 5B to be completely restored less final lift of asphalt.
