About this opportunity
The St. Johns River Water Management District is soliciting bids for the Palm Bay Fleet Roof Replacement project through Invitation for Bid (IFB) #40777, located at 529 Community College Parkway in Palm Bay, Florida. The procurement involves removing, disposing, and replacing the original 25-year-old roof of a 20,000 square foot mechanical shop facility with a new structurally sound, watertight roof that meets current building codes. Project deliverables include installing new standing-seam roofing panels (minimum 26-gauge metal), insulation, gutters, downspouts, four "Humongous" type fans, and reinstalling the lightning protection system. Contractors must have a valid Florida Certified Roofing Contractor license and demonstrate at least three years of experience, including completion of three similar commercial roofing projects valued at $150,000 or more within the past three years. A mandatory pre-bid conference is scheduled for January 15, 2025, at 11:00 AM at the Palm Bay Service Center, with bid submissions due by 2:00 p.m. on January 29, 2025. The project has an anticipated completion date of July 31, 2025.
The procurement appears to have no specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must provide a bid bond for 5% of the total bid cost and maintain comprehensive insurance coverage, including workers' compensation, general liability ($1,000,000 per occurrence, $2,000,000 aggregate), automobile liability ($500,000), and an umbrella policy ($2,000,000). The project budget is estimated at $325,000, with the District retaining 5% of each approved invoice as retainage until project completion. No more than 40% of the work may be performed by subcontractors, with the remaining balance performed by the contractor's own forces. Contractors must also use the United States Department of Homeland Security's E-Verify system to verify work authorization status of all newly hired employees. The District will issue a Notice of Intended Decision within 1-2 business days after the bid submission deadline, with potential for future re-advertisement if the current solicitation is canceled.
