About this opportunity

The City of Philadelphia Free Library is requesting quotes on material handling equipment—a battery-powered pallet truck with lithium-ion battery and charger, a manual hydraulic pallet truck, and a 19-foot electric scissor lift—under Micro Purchase B2728212, with quotes due October 21, 2026. Sellers must quote all three items to be eligible for whole-award consideration; the City reserves the right to award as a whole or by individual line item, whichever serves its best interest, to the lowest responsive and responsible bidder.

Item 1 (battery-powered pallet truck) requires minimum 2,600 lbs load capacity with 45" × 27" forks, a rechargeable 20 Ah lithium-ion battery, one additional fully compatible interchangeable battery, and charger. Item 2 (manual hydraulic pallet truck) requires minimum 5,500 lbs load capacity with 48" × 27" forks and three-position hand control. Item 3 (19-foot electric scissor lift) must achieve approximately 19 feet platform height and 25 feet working height with 500 lbs platform capacity and factory-installed spill guard for hydraulic fluid containment. Reference products are provided with approved equal alternatives permitted upon submission of comprehensive product documentation. All equipment must be new, unused, fully operational upon delivery, and include operator's manuals and manufacturer's warranties.

Delivery locations are specified: the battery-powered truck to FLP Storeroom at 3401 Grays Ferry Avenue Building 410; the manual hydraulic truck to FLP Materials Management at 3401 Grays Ferry Avenue; and the scissor lift to FLP Property Management at 1901 Vine Street. Vendors are strongly encouraged to include all shipping and freight charges in quoted prices; once awarded, vendors cannot modify pricing or add additional charges.

The total micro purchase contract amount cannot exceed $45,000, adjusted annually by CPI-U percentage increase from January 1, 2020. Contract term is 365 days from Purchase Order issuance. Quote validity is 60 days from submission. Vendors must submit a Consent and Authorization Agreement prior to bid closing and are required to certify Local Business Entity (LBE) status. Submission of an optional LGBTQ Applicant Opportunity Data Form is voluntary. Submission is through the PHLContracts online portal at www.PHLContracts.phila.gov.
