About this file
This is a Seller Checklist for Small Purchases issued by the City of Philadelphia Procurement Department for completion through the PHLContracts online portal. The checklist provides step-by-step instructions for vendors submitting quotes for a micro purchase of Pallet Trucks and Electric Scissor Lift Equipment. Vendors must quote all items listed to be eligible for award consideration. The City reserves the right to award the purchase as a whole or by individual line item, whichever serves the City's best interest. The award will be made to the lowest responsive and responsible bidder. Vendors are instructed not to deliver equipment or provide any services until formally notified by the requesting department.
The checklist requires vendors to complete several mandatory steps including: confirming seller role status, answering the Local Business Entity (LBE) certification question, entering unit costs for all items, answering all mandatory questions, accepting terms and conditions, and submitting a signed Consent & Authorization form. Vendors must download and review all required attachments and may optionally submit an LGBTQ Applicant Opportunity Data Form. A valid Consent & Authorization form must be on file in the vendor's profile prior to quote submission; quotes will not be considered without this documentation. All validation warnings must be resolved before submission through the PHLContracts portal at www.PHLContracts.phila.gov.
