About this opportunity
The City of Phoenix Public Works Department is soliciting sealed offers under IFB-26-0386 for wood pallet reuse, repair, or composting services covering pallets in good, repairable, and unrepairable condition, with offers due November 20, 2026 at 11:00 a.m. A non-mandatory pre-offer conference is scheduled for November 3, 2026. No set-aside is specified in the solicitation. Attached DBE-N forms, which reference contract 02_26-IFR - PTD, describe Small Business Participation Plan obligations under 49 CFR Part 26 for FTA-assisted work, including an annual SBPP submission and monthly small-business reporting through the City's Certification and Compliance System.
The contractor must accept pallet deliveries Monday through Saturday, 6:00 a.m. to 2:00 p.m., at its own facility, with capacity for up to 200 pallets per day delivered in 40-yard roll-off bins. Pickups occur at the 27th Avenue Transfer Station, North Gateway Transfer Station, and Phoenix Sky Harbor International Airport. The contractor must maintain scales, keep wait times from exceeding 20 minutes, and submit monthly reconciliation reports by the 5th detailing pallets collected, contamination percentages, and diversion methods, plus annual statements by July 15. Airport work brings in Aviation Department Supplemental Terms effective April 29, 2026, which require E-Verify enrollment, a written heat safety plan for outdoor workers, and equal employment compliance. Background screening is required at the contractor's sole cost, with badge fees of $55.00 per initial application and $55.00 per replacement badge.
The solicitation does not state a contract value. The five-year term begins March 1, 2027, or upon final signature and recording by the City Clerk if later, with no extension options. Year-one prices must be firm and fixed. Annual adjustments are limited to the smaller of the Western Region CPI-U change or 3 percent and require written documentation 60 days before the effective date. Payment is made on invoices supported by signed delivery tickets. No billable work may begin until the contractor receives a purchase order or contract documentation. The City will award to the lowest responsive and responsible offeror. Written inquiries are due November 13, 2026. Offers must be submitted through the City's Procurement Portal, with technical support available at procurement-support@opengov.com.
