About this file
This document is the Disadvantaged Business Enterprise - Neutral (DBE-N) Program Small Business Participation Plan (SBPP) annual submission form issued by the City of Phoenix Public Transit Department in compliance with United States Department of Transportation (USDOT) regulations under 49 CFR Part 26. The SBPP is required to be submitted annually on the anniversary date of contract execution and applies to all contractors performing work on Federal Transit Administration (FTA)-assisted projects. The contractor commits to using good faith efforts to engage and solicit services from small businesses, including identifying opportunities for verified small business suppliers, conducting proactive outreach to inform these businesses of available opportunities, and actively attempting to contract with small businesses as new and existing service needs arise. The contractor must track and report all small business participation occurring through contracts, procurements, purchase orders, subleases, joint ventures, goods and services arrangements, and other sub-tier participations on a monthly basis through the City of Phoenix Certification and Compliance System.
The SBPP requires contractors to document all currently utilized small businesses by category and total amount paid during the past year, identify future opportunities for small business participation including scopes of work and estimated timeframes, and designate a contract liaison responsible for submitting the annual SBPP and other required reports. The form requires signature certification that all submitted information is true and correct, along with supporting documentation as requested by the agency or subrecipient. There are no explicit pricing terms, set-asides, incumbent information, or funding amounts specified in this template document, as it serves as a compliance framework for contractors to demonstrate adherence to small business participation requirements on federally-funded transit projects in Arizona.
